Jamie O'Hara shot Spurs ahead from 30 yards, but it was a frustrating hour for Jermaine Jenas who made a number of bursts forward in the first half without anything significant materialising.
Two second half Andy Barcham goals, scored in quick succession decided the match.
On his comeback from a slight shin injury Anthony Gardner came through 73 minutes of action largely untroubled.
Development coach Clive Allen: "This was definitely a step up from what we've played so far and that's exactly how we wanted to progress in pre-season. The lads coped with the physical side of it, we weren't afraid to play football and we needed to play how we wanted to play which meant imposing ourselves on the game and as it went on, it was very, very good. We went in front early and from there we might have thought it would be an easy stroll but that wasn't the case. We were pegged back, questions were asked but the players responded and I was delighted with how we ran out 3-1 winners. We had further opportunities, we didn't give away too many chances and overall it was a good night's work."
Anthony Gardner: "I was delighted to be back out there, getting my legs moving again in a game situation and getting my rhythm back. It was such a disappointment when I got injured in the game at Aston Villa last season. I've done plenty of work over the summer to make sure my muscles are strong and I had no problems injury-wise at Fisher."
