Tottenham coach Andre Villas-Boas admitted at a press conference on Tuesday that Soldado was one of the strikers they were interested in, while Spurs' director of football Franco Baldini reportedly travelled to Spain for talks with Valencia on Monday.
However, if the Barclays Premier League side want to sign the Spain international they will have to stump up the full 30million euro (?26million) with Valencia refusing to accept anything less.
"Valencia have never had any intention of selling Soldado. If he goes it is because of contractual reasons, for 30 millions euros, not a cent less or a cent more, and the buying club must accept Valencia's conditions of payment," Salvo told a press conference.
"We listened (to Spurs) and we said what we always say, that it's 30million euros, that the player must decide if he wants to go, and that the conditions of payment are what they are."
Former Real Madrid striker Soldado joined Valencia from Getafe in 2010 and scored 24 goals for Los Che in the Primera Division last season.
