Chelsea are reported to have made an improved £30 million bid for Modric over the weekend after Spurs rebuffed two previous offers for the Croatia midfielder.
Modric has made it clear he wants to move across London to Stamford Bridge and let his frustrations show at a stormy meeting with Spurs chairman Daniel Levy during the close-season.
Levy is determined to keep Modric but his hardline stance may be weakened by Redknapp's revelation that the 25-year-old had to be left out of the squad for Tottenham's trip to Old Trafford.
Modric is not 100 percent fit but Redknapp wasn't prepared to gamble on him anyway amid stories that the star is ready to go on strike to force through the transfer.
Redknapp told talkSPORT: "He's got a little bit of an injury. There's a possibility he could have played through it. But at the moment his head's not in the right place.
"Someone has turned Luka's head. Luka will not be with us on Monday. We need to get it all sorted out."
