Manager Harry Redknapp is desperate to buy a forward to help his side keep up with Arsenal, as well as big-spending Manchester City and Liverpool, and is a fan of the 25-year-old Brazilian.
Talks have already taken place between Tottenham chairman Daniel Levy and the player's representatives as Redknapp looks to beat City and other suitors to a player who scored 36 goals and set up 21 last season.
Wanted: Hulk (right) could be set for a move to the Premier League with Spurs
Hulk has a bizarre ?88m release clause in his contract but it is thought ?35m would be enough to convince the Portuguese club to sell. That would mean Tottenham smashing their record transfer fee they paid ?17m for David Bentley but Hulk's relatively low salary would fit into the club's wage structure.
One hitch in any deal is that Porto could lose fellow striker Radamel Falcao this week to Atletico Madrid, who are using the money they received from Manchester City for Sergio Aguero.
Spain bound? Radamel Falcao could replace Sergio Aguero at Atletico Madrid
Selling Falcao would make Porto more reluctant to let Hulk go this summer.Redknapp is also still keen on Villarreal's Giuseppe Rossi as he aims to add to a strikeforce of Jermain Defoe, Roman Pavlyuchenko and Peter Crouch, who managed just 17 Premier League goals between them last season.
City have shown an interest in Hulk before but are only likely to re-enter the bidding if they sell Carlos Tevez and are unable to bring Inter Milan striker Samuel Eto'o to the Etihad Stadium.
