The Spurs striker has become disillusioned with playing a bit-part at White Hart Lane since his move last summer and has admitted that he does not intend to spend his immediate future just warming the substitutes bench.
"He does not intend to sit on the bench," said Pavlyuchenko's representative Oleg Artemov.
"We are aware of Zenit's interest.
"They wanted to sign Roman in the summer and I think we'll start negotiations again."
