"We had a meeting with Spurs last week," said Hall.
"David Pleat told us there and then that Tim would never play for Spurs again while Glenn is in charge.
"He said that it's nothing to do with his ability - it's a personal thing.
"I am amazed that someone can let their personal feelings get in the way of putting out the best possible team for Tottenham."
