City boss Mancini and predecessor Mark Hughes have spent almost £500million on transfers since Sheik Mansour took over the club three and a half years ago. And Redknapp, who has turned his team in to title challengers on a fraction of City's riches, believes he would have a good chance to win the championship if he had a similar amount of money to spend.
"To be honest you have got a chance of winning the league (with their money)," Redknapp said ahead of his team's trip to the leaders on Sunday. "I'd fancy anyone to manage them."
He added: "It's a different game when you go and buy players and pay your players £250,000 a week.
"It is not rocket science, this game. Good players give you a chance. If you have not got good players you don't have a chance, I don't care who you are."
Mancini, whose team lead third place Spurs by five points, joked in response: "He can borrow money from us if he doesn't have money!"
