The Russian, 29, has made just one Premier League appearance from the bench this season, with summer arrival Emmanuel Adebayor hitting the ground running.
Former Arsenal striker Adebayor, on-loan from Manchester City, has hit three goals in two starts while Defoe has grabbed a couple in the league alongside the 27-year-old.
That partnership has left Pavlyuchenko in the lurch, and Redknapp says the ?14million signing from Spartak Moscow must show more fight if he's to find a way into Spurs' starting line-up.
"Hopefully he will come to life," Redknapp said of Pavlyuchenko in The Sun. "When he is up for it, he can play.
"But there's a good understanding developing between Adebayor and Jermain Defoe.
"Those two are going well. Rafa van der Vaart plays off the main striker as well so there is competition there for a place."
