The former England captain is in the final year of his Major League Soccer contract with the Los Angeles Galaxy.
Redknapp told the Sun: "If David wants to come to Tottenham, I'd welcome him with open arms."
He added: "He's definitely still good enough to play in the Premier League.
"His game was never about pace so whether he's quick or not isn't an issue."
Beckham, who trained with Spurs last winter, has been linked with a move to QPR after their owner Tony Fernandes made his interest in the player known on Twitter.
Redknapp added: "He is worth his weight in gold, he'd be an asset for any club. I'd have him here, that's for sure.
"He wouldn't be able to play until the January transfer window opens, though, because we've already lodged our 25 players with the Premier League.
"But he'd be a great one to have around the club again."
