The England Under-19 midfielder Tom Huddlestone agreed a move to Spurs from Derby County for a fee that could rise to £2.5m depending on appearances.
"One of his greatest strengths is his passing, over short and long range. His awareness is so outstanding that he reads the game well. He demonstrates great intelligence on the field. He's already the best in the country in his age group," said Arnesen.
Huddlestone will remain a County player for the rest of the season before switching to White Hart Lane in July. The 18-year-old is likely to represent another signing in Arnesen and Martin Jol’s second string of young players, who will either develop through occasional first team appearances when needed in the short term, or go out on loan to gain experience elsewhere.
"When Spurs approached us we recognised this move is a great opportunity for Tom and sensible one for the club," said Derby County chief executive Jeremy Keith.
Derby manager George Burley was in a less reluctant mood to praise the highly rated youngster's decision to leave Pride Park.
"I have seen it with kids before. They have a big club chasing them and they want to move on. It’s difficult to get them to listen," said Burley.
Meanwhile Arsenal’s Thierry Henry has spoken about the reasons his club has failed to hold onto their Premiership crown this season.
"You're as good as your bench and our bench is not as strong as other teams. I have been saying for a long time that it needs to be stronger. Now Sol Campbell is injured it’s another setback," said the Frenchman after the 4-2 home defeat at the hands of Manchester United on Tuesday night.
