Brands previously claimed that Brazilian Gomes was interested in rejoining the Dutch outfit and said he would attempt to negotiate a deal with Spurs.
However, the sporting director has now admitted he does not expect the Premier League club to part ways with the 30-year-old, despite Harry Redknapp's side having recently wrapped up the signing of Aston Villa keeper Brad Friedel.
"I do not count on the arrival of Gomes," Brands told Voetbal International.
"We have our first keeper Andreas Isaksson and Gomes is still the first goalkeeper for Tottenham Hotspur. There are no signs that this will change."
Gomes departed Dutch giants PSV for Spurs in the summer of 2008 and has gone on to make 130 appearances for the North London side in all competitions.
A string of high-profile errors at White Hart Lane last season have prompted speculation the keeper could leave the club this summer.
The Brazilian's wages could be standing in the way of a return to PSV, with the Dutch club unlikely to be able to match his Premier League salary.
