The midfielder flew in from Croatia and went straight to a 40-minute meeting at White Hart Lane with Spurs chairman Daniel Levy.
Modric left deeply unhappy, however, with Levy insisting that he is not prepared to sanction any deal.

'Everything was fine, we had a very good conversation and as I said previously, Luka Modric will not be sold,' claimed Levy.
The chairman held further discussions with Modric's agent Nikky Vuksan and tried to dampen down speculation about a player determined to get back in the Champions League next season with Chelsea.
Levy added: 'It's the end of it. As Isaid a few weeks ago, there's no further discussion on it. He was on holiday, we've now had the conversation and he understands our position.
Staying put: Daniel Levy insists Tottenham won't be selling their best players this summer
'I'm sure once he's back with his team-mates here everything will be fine. This is not about money. We're not selling our best players.'
But though Tottenham have already turned down a ?22million offer from Chelsea, Modric will report for pre-season training on Thursday and will repeat to Redknapp his desire to go.
Redknapp said: 'It's difficult when crazy sums of money are being bandied about. But we need to keep Luka and all our best players if we are to improve.'
