The former England captain was asked if he would be interested in a back-up coaching role after the World Cup although it is understood he was also asked about the top job and expressed an interest.
Francis has been out of football management at the top level since he stepped down at White Hart Lane in November 1997.
Soho Square last approached Francis in the 1995/96 season but he rejected the interview because he wanted to concentrate on his job at Spurs and build on a successful first season at the club.
