The Uruguay international marksman has been a huge hit in Spain following his largely unsuccessful spell with Manchester United.
But the 32-year-old is now deemed as surplus to requirements at Vicente Calderon and that has alerted top-flight clubs in England, with Tottenham reportedly leading the chase.
Forlan has already rejected the opportunity to go to Turkey with Galatasaray and president Enrique Cerezo says the striker's first choice is the Premier League.
"Diego will decide what happens, but it looks like his first choice will be England," said Cerezo.
