The England Under-21 international is keen to prove himself in the top flight after impressing on loan at Bristol City in the Championship last season.
The 19-year-old made 30 appearances for the Robins, but finds himself down the pecking order at White Hart Lane and has been recently linked with a season-long loan switch to Swansea.
Fellow promoted side Norwich City have also shown an interest and Caulker says the opportunity to play regular first-team football in the Premier League next season would be too good to refuse.
"I think that a Premier League loan will be the best option for me next season and if something along those lines can happen this summer it would be great," Caulker told skysports.com.
"If I stay at Tottenham then so be it, but it all depends on what crops up and if it means going back on loan to a Championship club again then I will do.
"It is all about playing regular first-team games at my age, so hopefully something will happen this summer.
"Any sort of experience at Premier League level would interest me to be honest and I wouldn't turn anything down at this stage.
"Obviously, I played against them (Swansea) twice last season and they play some very good football, so if that was an option I'd be more than happy to go there.
"I wouldn't see it as a drop down at all, so we will just have to wait and see if their interest turns into something concrete because I'd love to play Premier League football next season."
