The news comes a surprised as Spurs were thought to be on the verge of signing the individual on a free in the summer. However it seems somehow they have fallen behind (or Dnipro may have stepped in wanting to get a fee for their player.
The director general of Dnipro told the club's official website: "Dnipro and Roma are in talks about Konoplyanka.
"The clubs have almost reached an agreement and Yehven is considering the possibility of changing club."
It is still thought that Konoplyanka would favour a move to England, but Dnipro seem to have a lot of power blocking a move to Liverpool despite the English club activating his release clause.
