Chelsea would like a permanent deal, however Schurrle has not played much throughout the season so it is unlikely that any team would be the price tag Chelsea have hung around his neck.
Firstly I will be honest a permanent deal to Tottenham is very unlikely, but a 6 month deal would suit all parties.
Levy hates to spend in January, he will do anything to avoid spending. So a world class player that is available with just wages attached would work for him. He can then spend the next 6 months sorting his long term targets without cause for concern. Now here's the important part what's in it for Chelsea. Jose knows Schurrle well enough to see that he can cause teams great damage and it would benefit to unleash him on their title rivals.
Tottenham are still to play Arsenal, Utd, City and Southampton. Yes this would benefit Spurs dramatically, but its the lesser of evils, by allowing Schurrle to impress on the big stage to then command a big fee in the summer.
For me this would work on all levels, the real issue is down to the old rivalry between Tottenham and Chelsea. This is all that stops truly a deal that would benefit all parties.
